The Budget and Finance Committee shall make annual recommendations to the Board of Governors concerning the fiscal affairs of the Association.  It shall prepare a proposed annual budget for consideration of the Board of Governors, which shall be placed in the hands of the Secretary at least sixty (60) days before the Annual Meeting.
